<\/p>\n

Am 31. Mai verh\u00e4ngten die USA \u201eStrafz\u00f6lle\u201c auf Stahl \u2013 und Aluminiumprodukte aus der EU, Mexiko und Kanada. In einer dem Wahlkampfslogan \u201eMake America Great Again\u201c folgenden Wirtschaftspolitik attackiert der US-Pr\u00e4sident jeden \u2013 sei es Freund oder Feind.<\/p>\n

In Europa herrschte gro\u00dfe Aufregung. Jenes Europa, in dem jahrelang massiv das Freihandelsabkommen mit den USA attackiert wurde, ist pl\u00f6tzlich Ziel einer willk\u00fcrlichen Handelspolitik geworden. Der gro\u00dfe Erfolg der EU ist die umfassende Handelspolitik mit Abkommen auf der ganzen Welt. Solche Abkommen sollen auch vor Willk\u00fcr sch\u00fctzen. Jener Willk\u00fcr, die Trump erkennen l\u00e4sst, wenn er vom \u201eFeind EU\u201c spricht um einige Tage sp\u00e4ter den Beginn einer \u201ewundervollen Freundschaft\u201c zu bejubeln. Solche Willk\u00fcr h\u00e4tte TTIP zumindest eind\u00e4mmen k\u00f6nnen. Pacta sunt servanda.<\/p>\n

Vergeltungsma\u00dfnahmen sind nicht sinnvoll<\/h5>\n

Die EU muss nun Wege finden, ihre vorhandene handelspolitische Macht (die EU ist der st\u00e4rkste Wirtschaftsraum der Welt) optimal auszuspielen, ohne Vergeltungsma\u00dfnahmen zu ergreifen. Mit barer M\u00fcnze heimzuzahlen w\u00e4re eher Rache als vern\u00fcnftige Handelspolitik mit k\u00fchlem Kopf.<\/p>\n

Die Idee, mit europ\u00e4ischen Strafz\u00f6llen auf bestimmte US-Produkte ein Gegengewicht herzustellen, ist eher politischer Natur. Stahl versus Motorr\u00e4der. Harley-Davidson ist eines der Vorzeigeunternehmen von Wisconsin. Dem Wahlkreis des m\u00e4chtigen Politikers Paul Ryan. Man trifft hier also ins Herz der US-Politik. Harley-Davidson selber ist ins Visier von Trump geraten, nachdem man ank\u00fcndigte, Teile der Produktion ins Ausland zu verlagern. Die Z\u00f6lle w\u00fcrden die Produktion in den USA verteuern.<\/p>\n

Trump zielt auch auf deutsche Autobauer ab, denen er vorwirft, die US-Industrie zu sch\u00e4digen. Doch: Der gr\u00f6\u00dfte amerikanische Autoexporteur ist BMW. Knapp 10 Milliarden Dollar steuern deutsche Autobauer zum US-Export bei.<\/p>\n

Dass die Stahlbranche nicht vor Populismus gesch\u00fctzt ist, hat man 2016 gesehen, als die European Steel Association auf folgende Fakten hinwies:\u201c(\u2026)The UK steel sector heavily depends on the EU as a market for its steel products: in 2015 71% of its total flat products exports and 65% of its total long product exports were sold to EU countries. <\/em>Around 13,000 people work in the <\/em>UK steel industry\u201d<\/p>\n

Die T\u00fcrkei hat in dem Konflikt keine Chance<\/h5>\n

Dass Zollpolitik hochpolitisch ist zeigt sich nun auch am Beispiel T\u00fcrkei: Im harten Kampf zwischen Staatspr\u00e4sident Erdogan und seinem in den USA lebenden Widersacher Fetullah G\u00fclen, wird nun die Wirtschaft attackiert. 2016 nahm die T\u00fcrkei den US-Pastor Andrew Brunson fest und verweigert die Freilassung. Die USA reagierten mit Sanktionen. Nun hat die T\u00fcrkei Z\u00f6lle auf 22 US-Produkte eingef\u00fchrt. Bis zu 140%. Die T\u00fcrkei hat in diesem Handelskrieg keine Chance \u2013 die t\u00fcrkische W\u00e4hrung st\u00fcrzte ab. Nun muss Katar als Investor einspringen.<\/p>\n

Strafz\u00f6lle sind kostspielig f\u00fcr alle Beteiligten. Die heimische Stahl \u2013 und Aluminiumindustrie, die 2017 200.000 Tonnen Stahl und Stahlprodukte um 400 Millionen, sowie knapp 40.000 Tonnen Aluminium und Aluminiumprodukte im Wert von 170 Millionen \u20ac in die USA exportierte, k\u00f6nnte mit 50 \u2013 240 Millionen \u20ac Schaden betroffen sein. Je nachdem, ob die Z\u00f6lle auf die (deutsche) Automobilindustrie ausgeweitet werden.<\/p>\n

Sie treffen nicht nur europ\u00e4ische Hersteller, sondern vor allem die verarbeitende Industrie in den USA. F\u00fcr diese sind Stahl- und Aluminiumerzeugnisse unverzichtbare Ausgangsprodukte.\u00a0Viele Produkte werden teurer, weil die Grundstoffe mehr kosten. Damit belasten die Z\u00f6lle auch die Konsumenten.<\/p>\n

Was sollte Europa tun?<\/h5>\n

Zuallererst darf man sich nicht am protektionistischen Spiel der US-Regierung beteiligen. Wir stehen f\u00fcr fairen Handel und wollen, dass unsere Unternehmen wettbewerbsf\u00e4hig sind und Exporte ausbauen. Ein Wettlauf der Strafz\u00f6lle bringt nichts.<\/p>\n

Die EU solle sich f\u00fcr eine allgemeine Senkung der Z\u00f6lle auf WTO-Ebene einsetzen, um so globale Handelskriege schon im Ansatz zu verhindern. Und die EU muss weiter den erfolgreichen Weg der Handelsabkommen weitergehen. Diese werden intensiv auf Augenh\u00f6he verhandelt und bringen vor allem europ\u00e4ischen Klein- und Mittelunternehmen Vorteile. Denn die KMU haben meist keine eigenen Produktionsst\u00e4tten in den jeweiligen L\u00e4ndern oder auch keine gro\u00dfen Rechtsabteilungen. Sie sind daher umso st\u00e4rker angewiesen auf Investitionsschutz und Rechtssicherheit. Gerade am Beispiel China sieht man, dass auch hier noch ein Ungleichgewicht besteht. Auch hier hei\u00dft es: Verhandeln und gemeinsam Fortschritte erzielen.<\/p>\n

Protektionisten, Gegner der Marktwirtschaft und Nationalisten denken in lose-situations. Einer gewinnt, der andere soll verlieren. Diesem Denken m\u00fcssen wir entgegenstehen. Es braucht win-win-Situationen.<\/p>\n
