Februar 2019.<\/em><\/p>\n<p><!--more--><\/p>\n<p>Die globalen politischen und wirtschaftlichen Rahmenbedingungen und Herausforderungen brauchen klare europ\u00e4ische Antworten. Nur ein gemeinschaftlich handelndes Europa, eine starke Europ\u00e4ische Union, kann Europa vor einem endg\u00fcltigen Abtreten von der B\u00fchne der Weltpolitik bewahren. Europa steht vielfach noch immer vor den gleichen Herausforderungen, vor denen es zur Zeit der Gr\u00fcndung der Paneuropa-Union vor fast 100 Jahren stand. Globale Akteure wie die USA, China oder auch Russland brauchen eine starke Europ\u00e4ische Union als Antwort. Die vielfach wieder aufkommende Sehnsucht nach dem Nationalstaat w\u00fcrde nicht Europa, auch nicht diesen Nationalstaaten, sondern au\u00dfereurop\u00e4ischen M\u00e4chten nutzen. Europa w\u00e4re dann nicht in dem Zustand der 60er Jahre des vorigen Jahrhunderts, sondern eher im Zustand Deutschlands vor den napoleonischen Eroberungen.<\/p>\n<p>St\u00e4rke besteht aber nicht in Regulierung und B\u00fcrokratisierung, St\u00e4rke besteht in einem gelebten Subsidiarit\u00e4tsprinzip, in dem Kompetenzen auf jener Ebene angesiedelt werden, auf der auch Souver\u00e4nit\u00e4t entwickelt werden kann. Ihre nat\u00fcrliche Grenze besteht in der Freiheit der B\u00fcrger.<\/p>\n<p>Angesichts der bevorstehenden Europawahlen im Mai 2019 pl\u00e4diert die Paneuropabewegung \u00d6sterreich deshalb f\u00fcr<\/p>\n<ul>\n<li>Eine europ\u00e4ische Au\u00dfen- und Sicherheitspolitik, mit der Europa auf der weltpolitischen B\u00fchne als gleichberechtigter Partner auftreten kann<\/li>\n<li>Friede, Sicherheit, Rechtsstaatlichkeit sind genauso Grunds\u00e4tze einer europ\u00e4ischen Au\u00dfenpolitik, wie der Einsatz f\u00fcr die Religionsfreiheit und gegen die Christenverfolgung in vielen Teilen der Welt<\/li>\n<li>Einen europ\u00e4ischen Grenzschutz und einer Wieder\u00f6ffnung der Binnengrenzen<\/li>\n<li>Einen freien Binnenmarkt anstatt neuer nationaler Protektionismen<\/li>\n<li>Freihandelsabkommen mit L\u00e4ndern und Regionen au\u00dferhalb der Europ\u00e4ischen Union<\/li>\n<li>Eine verst\u00e4rkte Anstrengung zur Integration der L\u00e4nder S\u00fcdosteuropas in die EU<\/li>\n<li>Eine sofortige Visaliberalisierung f\u00fcr die B\u00fcrger des Kosovo<\/li>\n<li>Eine klare europ\u00e4ische Perspektive der Ukraine (dazu geh\u00f6rt auch eine eindeutige Haltung gegen\u00fcber allen Kr\u00e4ften, die die Selbst\u00e4ndigkeit der Ukraine durch milit\u00e4rische Aggression bedrohen)<\/li>\n<li>Eine Wirtschaftspolitik die sich an den Grunds\u00e4tzen der Marktwirtschaft und des Rechtsstaates orientiert<\/li>\n<li>Eine Bankenunion beispielsweise \u2013 die durch Ausdehnung der Haftungsgemeinschaft ein Anreiz zum moral hazard anstatt zur Sorgfaltsplicht ist \u2013 lehnen wir genauso ab wie die Idee eines eigenen Budgets f\u00fcr die Eurozone oder eines eigenen Parlaments f\u00fcr die Eurozone.<\/li>\n<\/ul>\n<p>Europa muss dort Kompetenz bekommen, wo diese Kompetenz \u2013 wie beispielsweise in der Au\u00dfen- und Sicherheitspolitik \u2013 Souver\u00e4nit\u00e4t entfalten kann. Gleichzeitig aber muss die Souver\u00e4nit\u00e4t der B\u00fcrger, ihre Freiheit und Verantwortung wieder entfalten zu k\u00f6nnen, gest\u00e4rkt werden. Nicht der ausgedehnte paternalistische Wohlfahrtsstaat, der m\u00f6glichst alle Lebensbereiche auf staatlicher Ebene regelt, und umverteilt ist das Ziel, sondern pers\u00f6nliche Freiheit und Verantwortung, Autonomie der Familie, Religionsfreiheit, Privateigentum, freie Wirtschaft, etc.<\/p>\n<p>Subsidiarit\u00e4t verlangt nicht einen Primat der Politik, sondern einen Primat von Recht und Freiheit.<\/p>\n<p><strong>Das Positionspapier dienst als Grundlage f\u00fcr alle Diskussionen und Veranstaltungen zur Europawahl 2019.<\/strong><\/p>\n<p><strong>For a strong Europe<\/strong><\/p>\n<p><strong>Position paper of the Austrian Paneuropean Movement on the European elections 2019,approved by the Board of the Austrian Paneuropean Movement on 4th February 2019. \u00a0<\/strong><\/p>\n<p>The present global and economic framework conditions and challenges command clear European answers. Only a Europe that acts as one, a strong European Union,\u00a0 can prevent Europe from vanishing from the stage of world politics for good. In many respects Europe is still facing the same challenges it did at the time the Paneuropean Union was founded almost 100 years ago. Global actors such as the US, China, or also Russia require a strong European Union as a response. The widely spread yearning for the nation states would neither benefit Europe nor the nation states themselves, but only non-European powers.\u00a0 Europe would find itself not as it was in the Sixties of the last centrury, but would rather resemble Germany before the Napoleonic conquests.<\/p>\n<p>Strength, however, does not consist of regulations and red tape, strength comes alive through an implemented principle of solidarity, where competences are centred on the same level on which souvereignty can be developed. Its natural limit is the freedom of the citizens.<\/p>\n<p>With respect to the upcoming Eureopan elections in May 2019 the Austrian Paneuropean Movement therefore advocates<\/p>\n<ul>\n<li>A European foreign and security policy enabling Europe to act as an equal partner on the stage of world politics<\/li>\n<li>Peace, security, the rule of law are as much principles of European foreign policy as the commitment to the freedom of religion and against the persecution of Christians in many parts of the world.<\/li>\n<li>A European border protection and the re-opening of the internal borders.<\/li>\n<li>A free internal market instead of new national protectionisms<\/li>\n<li>Free trade agreements with countries and regions outside the European Union<\/li>\n<li>An increased effort to integrate the countries of South-East Europe into the EU<\/li>\n<li>An immediate visa liberalisation for the citizens of Kosovo<\/li>\n<li>A clear European perspective for the Ukraine (including a clear stance towards all powers threatening the autonomy of the Ukraine with military aggression)<\/li>\n<li>An economic policy oriented by the principles of market economy and the rule of law<\/li>\n<li>We reject e.g. a Banking Union &#8211; which by extending joint liability creates an incentive for moral hazard instead of due diligence \u2013 as well as an autonomous budget for the Euro zone or a separate parliament for the Euro zone.<\/li>\n<\/ul>\n<p>Europe must obtain competence where such competence \u2013 such as in foreign and security policy \u2013 can have sovereignty. At the same time the sovereignty of the citizens to enjoy freedom and responsibility must again be strengthened.
