Ein Beispiel ist die Bankenunion. Ein Kommentar von <a href=\"http:\/\/www.karlvonhabsburg.at\">Karl von Habsburg<\/a>.<\/em><\/p>\n<p><!--more--><\/p>\n<p>Einer der Punkte in dem <a href=\"https:\/\/pan.thatscommunication.de\/fuer-ein-starkes-europa-for-a-strong-europe\/\">Positionspapier<\/a>, das die Paneuropabewegung \u00d6sterreich zur Europawahl verabschiedet hat lautet: \u201eEine Bankenunion beispielsweise \u2013 die durch Ausdehnung der Haftungsgemeinschaft ein Anreiz zum moral hazard anstatt zur Sorgfaltsplicht ist \u2013 lehnen wir genauso ab wie die Idee eines eigenen Budgets f\u00fcr die Eurozone oder eines eigenen Parlaments f\u00fcr die Eurozone.\u201c Die beiden Punkte zur Eurozone w\u00fcrden nur eine zus\u00e4tzliche Institution schaffen, die nur f\u00fcr einen Teil der Europ\u00e4ischen Union sprechen k\u00f6nnte, und damit genauso wie das eigene Budget f\u00fcr die Eurozone zu einer weiteren Zerteilung der EU-Politik f\u00fchren. Das mag interessant sein f\u00fcr jene, die vom Marsch durch die Institutionen tr\u00e4umen, bringt aber der europ\u00e4ischen Einigung keinen neuen Schwung.<\/p>\n<p>Zur Ablehnung der Bankenunion kam in einem Gespr\u00e4ch einmal die kritische Anmerkung: Warum muss die Paneuropabewegung sich mit solchen Punkten besch\u00e4ftigen, es sollte doch vielmehr um die Wertepolitik gehen. Genau das ist der Punkt. Wir reden sehr viel und sehr gerne \u00fcber Werte, weil man da oft sehr sch\u00f6n herumphilosophieren kann, aber letztlich fehlt die Antwort auf die Frage: wie setzt man Werte dann um. Oder anders ausgedr\u00fcckt: jede konkrete politische Ma\u00dfnahme steht f\u00fcr einen dahinterstehenden Wert. Auch die Bankenunion ist Ausdruck einer bestimmten Wertehaltung. Sie steht f\u00fcr Staatsinterventionismus und planwirtschaftliche Eingriffe.<\/p>\n<p>Einen Satz vor der Nennung der Bankenunion in dem Positionspapier steht, dass sich die Paneuropabewegung zu einer Wirtschaftspolitik bekennt, \u201edie sich an den Grunds\u00e4tzen der Marktwirtschaft und des Rechtsstaates orientiert\u201c. <a href=\"https:\/\/www.karlvonhabsburg.at\/news-detail\/freier-binnenmarkt-statt-nationaler-protektionismen\/\">Marktwirtschaft und Rechtsstaat<\/a> sind eng miteinander verkn\u00fcpft. Der Rechtsstaat setzt Rahmenbedingungen, die f\u00fcr alle gelten, egal wie nah sie der Politik sind, egal welche Position sie haben. Der Rechtsstaat wird nicht zum wirtschaftlichen Akteur. Marktwirtschaft kennt den wichtigen Grundsatz der Eigenverantwortung, der Haftung (im positiven wie im negativen Sinn) f\u00fcr die eigenen Handlungen. Genau diesen Grunds\u00e4tzen \u2013 Werten \u2013 widerspricht die Bankenunion.<\/p>\n<p>Auch Banken und ihre Eigent\u00fcmer m\u00fcssen f\u00fcr Fehler haften. Die Privatisierung der Gewinne und Sozialisierung der Verluste widerspricht den Grunds\u00e4tzen der Marktwirtschaft und auch dem Rechtsstaat. Selbstverst\u00e4ndlich k\u00f6nnen staatliche Beh\u00f6rden in einer Bankenkrise zur Sicherung der Aufrechterhaltung des Zahlungsverkehrs eingreifen, bis die marode Bank abgewickelt ist. Aber jede Bank muss f\u00fcr sich selbst haften, um so eine Ausbreitung der Krise zu unterbinden.<\/p>\n<p>Ein gr\u00f6\u00dferer Haftungsverbund verschleiert die Haftung der einzelnen Institute. Je gr\u00f6\u00dfer der Haftungsverbund wird, desto h\u00f6her ist der Anreiz zum moral hazard, also zu einem Fehlverhalten. Wir kennen das Muster aus vielen Studien \u00fcber das Verhalten von Gruppen die gemeinsam essen gehen. Normalerweise zahlt jeder seine Rechnung selber, es sei dennm es wird eine konkrete Einladung von jemandem ausgesprochen, der allerdings dann auch zahlen muss. Wird hingegen vereinbart, dass es eine gemeinsame Rechnung gibt, die dann durch die Anzahl der K\u00f6pfe geteilt wird, vergessen einzelne Teilnehmer der Runde gerne ihre sonst ge\u00fcbte Sparsamkeit, und verschleiern die von ihnen verursachten h\u00f6heren Kosten im Zahlungsverbund. Draufzahlen tun jene, die sparsam bestellen, weil sie mehr zahlen m\u00fcssen, als sie selber als Risiko eingegangen sind. Dieses Beispiel kann auf andere Haftungsverb\u00e4nde \u00fcbertragen werden.<\/p>\n<p>Auch wirtschaftspolitische Entscheidungen betreffen also Wertehaltungen. Wer Wertepolitik ernst meint, muss auch die konkrete Umsetzung bewerten.<\/p>\n<p>Nutzen Sie am Sonntag Ihr Wahlrecht.
