<\/p>\n

The French proposal, as a harmonized version of the Negotiating Framework between Bulgaria, Macedonia and the European Council presided over by France, for starting negotiations of the Macedonian state with the Union, was a precedent in the process of the expansion of the Union.<\/span><\/p>\n

The Union deviated from its value standards and for the first time installed in the Negotiating Framework, in Article 5, the bilateral friendship agreement between Macedonia and Bulgaria as an integral part of the Negotiating Framework, together with the Copenhagen criteria and the provisions of the Stabilization and Association Agreement. In conditions where there are no territorial and border problems between Macedonia and Bulgaria, with the normal development of economic, energy, trade, tourist and civil communications, the insertion of a bilateral agreement in which the key elements are history, culture and an asymmetric attitude towards fundamental human rights by favoring the Bulgarian interest, it means a violation of the European Aqui and a double European standard applicable only to the Macedonian state. If the bilateral issues of relations with the neighbors were a condition for starting negotiations of Cyprus, Bulgaria, Romania and Croatia with the Union, those countries would never be members of the Union.<\/span><\/p>\n

The condition for the Union to start negotiations with Macedonia is that the Macedonian state changes its Constitution and includes the Bulgarians in the preamble of the Constitution. At the same time, it is not a request of Macedonian citizens with Bulgarian self-awareness, but external pressure, dictation and blackmail from the Bulgarian side towards Macedonia. It would be principled and consistent for the Union to condition Bulgaria to fulfill the 14 judgments of the Court of Human Rights in Strasbourg, due to non-respect of the right to civil association of Bulgarian citizens with Macedonian self-awareness!<\/span><\/p>\n

For these reasons, the Macedonian citizens met this proposal with revolt and indignation, which, despite the huge public dissatisfaction (according to public opinion, 72.8 percent were against the proposed Negotiating Framework), was adopted by 68 votes in the parliament, while 52 votes abstained from supporting it. about the proposal. Polls of public opinion indicate that with this unprincipled compromise to the detriment of Macedonian national and state interests, the trust of Macedonian citizens towards the Union has dropped to a level of only 40 percent, which is the lowest value of identifying the Macedonian value system with the European one.<\/span><\/p>\n

Der franz\u00f6sische Vorschlag als harmonisierte Version des Verhandlungsrahmens zwischen Bulgarien, Mazedonien und dem von Frankreich geleiteten Europ\u00e4ischen Rat zur Aufnahme von Verhandlungen des mazedonischen Staates mit der Union war ein Pr\u00e4zedenzfall im Prozess der Erweiterung der Union.<\/span><\/p>\n

Die Union ist von ihren Wertestandards abgewichen und hat erstmals in Artikel 5 des Verhandlungsrahmens das bilaterale Freundschaftsabkommen zwischen Mazedonien und Bulgarien als integralen Bestandteil des Verhandlungsrahmens, zusammen mit den Kopenhagener Kriterien und den Bestimmungen der Stabilisierungs- und Assoziierungsabkommen, aufgenommen. Unter der Voraussetzung, dass es keine Gebiets- und Grenzprobleme zwischen Mazedonien und Bulgarien gibt, bei normaler Entwicklung der Wirtschafts-, Energie-, Handels-, Tourismusbeziehungen und der zivilen Kommunikation, bedeutet die Einf\u00fcgung eines bilateralen Abkommens, in dem die Schl\u00fcsselelemente der Geschichte, Kultur und eine asymmetrische Haltung gegen\u00fcber grundlegenden Menschenrechten durch Beg\u00fcnstigung der bulgarischen Interessen, eine Verletzung des europ\u00e4ischen Aqui und eine europ\u00e4ische Doppelmoral, die nur f\u00fcr den mazedonischen Staat gilt. Wenn die bilateralen Fragen der Beziehungen zu den Nachbarn eine Bedingung f\u00fcr die Aufnahme von Verhandlungen von Zypern, Bulgarien, Rum\u00e4nien und Kroatien mit der Union w\u00e4ren, w\u00fcrden diese L\u00e4nder niemals Mitglieder der Union sein.<\/span><\/p>\n

Die Bedingung f\u00fcr die Aufnahme von Verhandlungen mit Mazedonien durch die Union ist, dass der mazedonische Staat seine Verfassung \u00e4ndert und die Bulgaren in die Pr\u00e4ambel der Verfassung aufnimmt. Es ist dies kein Wunsch mazedonischer Staatsb\u00fcrger mit bulgarischem Bekenntnis, sondern \u00e4u\u00dferer Druck, Diktat und Erpressung von bulgarischer Seite gegen\u00fcber Mazedonien. Es w\u00e4re grunds\u00e4tzlich konsequent, wenn die Union Bulgarien auf die Erf\u00fcllung der 14 Urteile des Gerichtshofs f\u00fcr Menschenrechte in Stra\u00dfburg, wegen Nichteinhaltung des Rechts auf zivilrechtliche Vereinigung bulgarischer Staatsb\u00fcrger mit mazedonischem Bekenntnis, dr\u00e4ngen w\u00fcrde.<\/span><\/p>\n

Aus diesen Gr\u00fcnden reagierten die mazedonischen B\u00fcrger mit Emp\u00f6rung auf diesen Vorschlag, der trotz der gro\u00dfen \u00f6ffentlichen Unzufriedenheit (laut \u00f6ffentlicher Meinung waren 72,8 Prozent gegen den vorgeschlagenen Verhandlungsrahmen) mit 68 Stimmen im Parlament angenommen wurde, w\u00e4hrend 52 Stimmen auf die Zustimmung verzichtet haben. Meinungsumfragen zeigen, dass mit diesem prinzipienlosen Kompromiss zu Lasten der mazedonischen nationalen und staatlichen Interessen, das Vertrauen der mazedonischen B\u00fcrger in die Union auf ein Niveau von nur 40 Prozent gesunken ist, was der niedrigste Wert in der \u00dcbereinstimmung des mazedonischen Wertesystem mit dem europ\u00e4ischen ist.<\/span><\/p>\n
