Die Ank\u00fcndigung der Europ\u00e4ischen Union, ab Sommer 2016 die Visumspflicht f\u00fcr B\u00fcrgerinnen und B\u00fcrger der Ukraine abzuschaffen, st\u00f6\u00dft bei der Paneuropa Bewegung \u00d6sterreich auf gr\u00f6\u00dfte Zustimmung.<\/em><\/p>\nF\u00fcr die Paneuropa, die \u00e4lteste pro-europ\u00e4ische Einigungsbewegung, ist die Reisefreiheit und damit verbundene Abschaffung der Visumspflicht f\u00fcr europ\u00e4ische B\u00fcrgerinnen und B\u00fcrger einer der wichtigsten Grunds\u00e4tze.<\/p>\n

Karl Habsburg, Pr\u00e4sident der \u00f6sterreichischen Paneuropa Bewegung pr\u00e4zisiert: \u201eDie Abschaffung der Visumspflicht f\u00fcr die Ukraine, ein eindeutig europ\u00e4ischer Staaten, ist l\u00e4ngst \u00fcberf\u00e4llig!\u201c<\/p>\n
Die Paneuropa-Bewegung hatte in den vergangenen Jahren mehrfach Stellungnahmen zur Ukraine abgegeben, dabei die europ\u00e4ische Perspektive des Landes betont und die Beseitigung des Visa-Regimes gefordert. Gleichzeitig hat sie auf die Notwendigkeit innerer Reformen der Ukraine, wie die Beseitigung der Korruption und die Herstellung von Rechtsstaatlichkeit, hingewiesen und diese von der ukrainischen Regierung gefordert.<\/p>\n
Visa sind in L\u00e4ndern mit gering ausgepr\u00e4gter Rechtsstaatlichkeit ein Instrument der Willk\u00fcr und Schikane gegen\u00fcber den B\u00fcrgerinnen und B\u00fcrgern, die die Freiheit einschr\u00e4nken.<\/p>\n
Schon 2006 hat daher die internationale Paneuropa Union auf ihrer Generalversammlung in Stra\u00dfburg eindeutig Position bezogen:<\/p>\n
\u201eDie Paneuropa Union bekennt sich zum Grundsatz der Reisefreiheit f\u00fcr Europ\u00e4er innerhalb Europas. Wir fordern deshalb die Abschaffung s\u00e4mtlicher b\u00fcrokratischer und anderer Reisehemmnisse \u2013 insbesondere Visa \u2013 f\u00fcr die B\u00fcrger aller europ\u00e4ischen Staaten innerhalb Europas.\u201c<\/p>\n
Karl Habsburg fordert nun alle EU-Mitgliedsstaaten auf, der Abschaffung der Visumspflicht f\u00fcr die Ukraine zuzustimmen!<\/p>\n

In the last decades, Paneuropa made several clear statements on the issue of Visaregulations for Ukraine and pointed out the european perspective oft he country.\u00a0Reforms in the fields of corruption, jurisdiction, administration and rule of law are\u00a0highly necessary and Paneuropa demanded them many times from the different\u00a0governments of Ukraine.<\/p>\n
The announcment of European Union now is a first reward for the efforts of Ukraine\u00a0government and many organisations oft he civil society to reform and modernize the\u00a0country. Nonetheless, a lot of steps must be done and the path of reform shall not be left.<\/p>\n
In countries with low development of the rule of law Visa-regulations are an instrument\u00a0of arbitrariness and harassment to restrict the freedom of its citizens.<\/p>\n
In 2006 the International Paneuropa Union declared at its General Assembly:<\/p>\n
\u201ePaneuropa Union avows itself tot he main principle of freedom of travel for European\u00a0within Europa.We demand the suspension of all bureaucratic and state-related barriers\u00a0like Visa-regulations for all european citizens within Europe!\u201c<\/p>\n
