As an example of what the President of the Republic of Kosovo stands for, he cited the commitment to the rule of law, which is so important for the preservation of human dignity.

Rule of law and commitment to values

“It is about values,” emphasised the Honorary President of the Paneuropean Movement Austria Karl von Habsburg (click here for his speech) in his keynote address. In doing so, he spanned the arc from the awarding of the Coudenhove-Kalergi Europe Prize to Kosovo’s founding president Ibrahim Rugova to the Republic of Kosovo’s application for accession to the European Union. Rugova, in turn, enjoyed a close personal and political friendship with Otto von Habsburg. Even before the Coudenhove-Kalergi Europe Prize, Ibrahim Rugova was awarded the Sakharov Prize for Freedom of Thought. He received the Europe Prize in 2004.

A year earlier, an EU summit took place in Thessaloniki, at which the countries of the Western Balkans were offered the prospect of joining the European Union. The approach at the time of bringing stability to the region through the prospect of accession still applies today, even if progress in enlargement policy for the region remains modest. In this context, Habsburg criticised the currently prevailing policy of stabilocracy.

Stabilocracy brings no stability

This refers to a policy that aims for the stability of regimes but allows democracy and the rule of law to take a back seat. “That is not stability,” Habsburg criticised, referring primarily to the situation in Serbia.

Europe has experienced several restructurings over the past 100 years. In 1918 with the end of the First World War, in 1945 after the end of the Second World War with the division of Europe, and finally in 1989 the end of the Iron Curtain and subsequently the end of the Soviet Union and the Warsaw Pact. Europe then began to collect the peace dividend and neglected investments in its own security. In terms of security policy, it remained dependent on the USA; the Balkan wars could only be ended through US intervention.

Geopolitically, Europe had signed off. However, according to Karl von Habsburg, in Europe one must ask the question whether “we want to shape our own future or just be passengers on the train of history”. For a long time, no one wanted to acknowledge that Vladimir Putin uses energy as a weapon. He wants to make Moscow a world power again, which is why he intervened so massively in Syria.

China claims the right to become the number 1 world power, although China is confronted with a rapidly ageing society. China could therefore grow old before it is rich. Moscow and Beijing have completely different ideas of the world than those we know in the Western world. For Karl von Habsburg, Russia’s war against Ukraine is not just a war between two countries, but a war between different ideologies. Moscow is waging a war on Ukrainian soil against Western values, against freedom, democracy, human rights, the market economy, and the rule of law.

Ukraine’s successes – although Habsburg pointed out that there are not only successes in Ukraine and that some problem areas still need to be cleared up – became a threat to Moscow. Ukraine’s development as a post-Soviet state compared to the post-Soviet state of Russia was a threat to the Putin system of rule.

If Europe wants freedom, it must defend it

If Europe wants to continue living in freedom, then Europe must also fight for its values, Karl von Habsburg stated. This also includes a clear definition of what is to be achieved with the support for Ukraine. Talk of supporting Ukraine for as long as necessary prevents a clear definition of goals. This must be: the restoration of Ukraine within its internationally recognised borders, reparations payments by Russia, and a change of government in Moscow. For Europe has an interest in a peaceful neighbour to the east.
But it is not only Russia that poses a threat to Europe and the Western world, but also China. This is also shown by the policy of sanctions against Russia, which are supported by Pristina.
