In an interview with “Paneuropa”, she speaks about her goals and the necessary reforms in a united Europe.

Paneuropa: We would like to offer our warmest congratulations on your outstanding preference vote result. The European Parliament is elected for five years; unlike national parliaments, it is not occasionally dissolved early. We therefore assume that you will represent more than 115,000 direct voters in European politics over the next five years. Do you have specific ideas, goals, or priorities for this period?

Karoline Edtstadler: Firstly, I am concerned with convincing all those voters who may not yet be persuaded that Europe is the only thing that will hold us together in the future. In my view, this can be achieved by cutting red tape and letting people feel much more directly what the European Union brings to them, what it achieves, and what benefits it has already delivered. But we must also look to the future, and above all, we must ensure security on this continent. This is a very special concern of mine. I am, of course, referring to the fact that we need a solution to the migration issue. We do not want internal borders. However, the prerequisite for this is secure external border protection; there is a great deal to be done here.

Paneuropa: To ask a fundamental question: What does Europe and European integration mean to you?

Edtstadler: For me, there is no Europe without the European Union. I was nearly fourteen when Austria joined. Like everyone else, I very quickly became accustomed to the benefits. But I also know what it was like before. That is why I say to young people in particular: being able to study in all countries, to travel freely, hardly having to change money—these are all things that have become possible through European integration. For me, it is about making this Europe stronger externally, so that we act as one with a united voice and signal: We are a power. We are 500 million citizens on this continent who want to be at the forefront in many areas.

Paneuropa: This sentence—that a Europe united in diversity must project strength externally—is also one you used at the Paneuropa Conference. In which policy areas must Europe, the European Union, project strength externally, and where does the European Union need more sovereignty?

WE MUST ACT WITH CREDIBILITY IN THE WORLD

Edtstadler: That is clearly in the common foreign and security policy. I am also concerned that we move away from the principle of unanimity. It is important that we act with credibility and are capable of global politics. The second area concerns the economy. As individual member states, we will not be able to hold our own against giants like China, Russia, and America; we can only negotiate trade agreements together. This also applies to secu-
rity policy. More cooperation is needed here, and therefore more European Union. But we should never forget that we have grown in a very specific way on this continent—that there are hardly any countries in the world that are so fragmented, where so many cultures and traditions exist in one space. Therefore: united in diversity.

Paneuropa: This involves the relinquishing of sovereign rights…

Edtstadler: … If you want to put it bluntly, yes, but…

Paneuropa: … The nation state believes that it must bundle all sovereignty. That is the concept of the nation state. That is why many assume that the European Union must be something like a nation state, just on a European level. Can that work?

COOPERATION IS NOT A RELINQUISHING OF SOVEREIGNTY

Edtstadler: The fact is that we have member states—I reject the word nation state in this context—which naturally have certain areas of sovereignty. For me, this includes, for example, fiscal policy. It is an expression of a state’s sovereignty to be able to determine its own finances. I do not perceive it as a relinquishing of sovereignty if we strengthen cooperation. Especially in the military field, we must work together more, and in the area of cyber-crime threats. We are already feeling those every day. If a major conflict is raging somewhere, and then five opinions come from various European heads of state and government in one afternoon, and perhaps another five the next day, and that’s it, then that is not being capable of global politics. It is less important to me—as I always said during the election campaign—that a single state prevails with one opinion and thereby blocks progress; rather, it is more important that Europe presents a single opinion, perhaps even in the form of one person. It is vital that Europe speaks with one voice there.

The interview with MEP Karoline Edtstadler was conducted by Rainhard Kloucek. The photos are from the Paneuropa Conference in February, where the then State Secretary gave a speech.

Paneuropa: In many areas, there are already majority decisions. Unanimous consent is only required in a few areas, such as treaty changes.

Edtstadler: Well, treaty changes will always only be possible unanimously. It is like the European Convention on Human Rights. Only if everyone agrees can it apply to everyone.

Paneuropa: There is a reason why I am bringing up treaty changes now. In your social media campaign, I found a sentence that read: “We need a new treaty for Europe with clear rules of the game for everyone.” This implies at least two questions. Firstly: Did the rules not apply to everyone until now? And secondly: What needs to be newly regulated in the treaty?

FEWER BUT CLEARER RULES OF THE GAME

Edtstadler: Of course, the rules of the game apply to everyone now as well. But we have seen that many have not stuck to them. Otherwise, we would not now have the Commission’s recommendation to initiate proceedings against Italy because of the budget deficit, or Article 7 proceedings against Hungary and Poland. On the other hand, there are a great many rules. I have always said we need fewer rules, but they must be clear. If someone does not stick to them, it must not take so long for a sanction to follow. I want a new treaty because we have to agree on what the European Union takes care of. Naturally, all states must agree on this. I believe that this will not be an easy process. But I see the only chance to shape the future of the European Union in a meaningful way—and one that is transparent for the citizens—is to agree on what it is all about. These are the big issues that we must tackle together. Security, migration, digitalisation—these are things we cannot regulate alone; competitiveness; how we project ourselves externally, common foreign and security policy. Other things we can regulate better in the member states, and that is where they should stay.

Paneuropa: Some people are now criticising the European Union for having a rule-of-law problem. This refers particularly to the reactions to the breach of the stability criteria, where the no-bail-out clause was broken outside of the treaty. Does the European Union have this problem with the rule of law?

WHEN MEMBER COUNTRIES CROSS THE LINE

Edtstadler: It is not so much the European Union that has this problem with the rule of law…

Paneuropa: … or is it the member states? …

Edtstadler: … but rather that individual member states have crossed lines in recent years. This has gradually moved towards an erosion of the rule of law. Intervention must happen faster there. We cannot just watch until judges are actually dismissed, as we have seen. These are the very foundations of our community. We are a community of values; we have agreed on the rule of law, on democracy, on human rights. If we do not ensure that these are upheld by everyone, then we will have a problem.

Paneuropa: For the Paneuropa Movement, the slogan has always been “Paneuropa is all of Europe”. This means: every European country has the right to join the European Union or must have this fundamental right. Recently, the Commission presented the new enlargement paper, which recommends opening accession negotiations with Macedonia and Albania. There have already been announcements of a blockade from some countries. The former Austrian Foreign Minister Karin Kneissl once said that the admission of these countries is in Austria’s strategic interest. They were also de facto promised this in 2003. Do we have a problem here with the power of member states, who suddenly block things for petty reasons?

SOUTH-EAST EUROPE: STRATEGIC PARTNERS

Edtstadler: Here we must take the time to understand the backgrounds of the states that might see it differently. I say quite clearly: the European Union is only complete when the states of South-East Europe are also part of it. Naturally, it is strategically essential that they join the European Union, otherwise the influence of other states will reach these countries in South-East Europe. That cannot be in our interest. They were strategically important partners for us in the refugee crisis of 2015/2016. We must further expand the partnership to ensure security across the entire continent. I do feel that things have moved forward within the European Union. But it must also be clear to everyone that this is a process that will still take years.

Paneuropa: We have a second credibility problem in the Balkans if I take the Kosovo visa liberalisation as an example. Kosovo has ultimately fulfilled all the specified criteria. The Commission said yes to visa liberalisation, as did the European Parliament. Only a few member states are saying no. Is this a problem for Europe’s credibility?

Edtstadler: It is difficult, especially for the Kosovars. They have visa liberalisation with Turkey and thus find it easier to get to Istanbul or Ankara than to Paris or Vienna. I consider this quite simply wrong. Above all, what I totally reject is this carrot-and-stick mentality. First holding out the carrot and then saying: No, not now after all.

RUSSIA AND UKRAINE

Paneuropa: To the east of the EU, we have a country, Ukraine, which has been invaded by its eastern neighbour. There are repeated calls for an end to the sanctions against Russia. How do we deal with a neighbour who, like a bull in a china shop, tramples over its neighbour?

Edtstadler: This is a difficult topic, which I also dealt with during my time in the Council of Europe. We will probably not be able to turn back the clock. So I almost rule out that Russia will return Crimea at some point. “Return” is the wrong word, because under international law it still belongs to Ukraine and not to Russia. In the long run, however, a policy of exclusion is probably not productive either, especially given the background that the goal will no longer be achievable because facts have been established. So I do believe that we need a policy of reaching out to one another. We simply have a lot of exports to Russia. It is also an economic factor. We must involve both, Russia and Ukraine; perhaps a balance can be struck here.

Paneuropa: Does that not abandon the principle of the rule of law? In the Budapest Memorandum, Russia recognised Ukraine within its borders.

Edtstadler: We are less in the realm of the rule of law here than in the realm of international treaties. It is a highly delicate question. We must involve both states, including the population affected by it. But we will not be able to pursue a policy of blockade and exclusion forever; that will not get us any further either.

Paneuropa: During the election campaign, you once made a statement: “We do not want a social union.” Now we have this new Labour Authority. We have the Posting of Workers Directive. We have countless other things that lead to a major redistribution. Can the process still be stopped?

FRAMEWORK CONDITIONS INSTEAD OF REDISTRIBUTION

Edtstadler: What I reject is precisely redistribution. We can only help states by giving them the means to help themselves. We will not get anywhere with the Social Democrats’ demands to dictate to countries what the minimum wage should be. Someone has to pay for that. What we need are framework conditions, for example for working hours, for protection mechanisms in the workplace.

Paneuropa: Let us return once more to the European Parliament. Within the EU institutional structure, it has carved out a role for itself as an actual parliament, which national parliaments do not have due to their ties to the government. Now, with the “Spitzenkandidat” (lead candidate) model, there is an attempt to apply this model from the nation state to the appointment of the Commission at the European level. Do you think this is right? Is this something that benefits parliamentarianism or rather harms it?

Edtstadler: It is absolutely right, and I fully support Manfred Weber, who was elected directly to Parliament and who, in my view, is also the best candidate.

Paneuropa: Manfred Weber only stood for election in Bavaria. There are no European lists. Five years ago, Juncker was not on any list at all. Last year, there was a vote in the European Parliament on transnational lists. However, it did not find a majority, partly because the EPP voted against it. It seems somewhat illogical to speak of a lead candidate who can only be elected in one sub-sector—in this case, even a sub-sector of one country.

Europe is strong through its member states, but we do not want a United States of Europe.

Edtstadler: The EPP made him the lead candidate in a democratic process.

Paneuropa: Should the model then not also mean having Europe-wide lists?

Edtstadler: That is the fundamental question of how one views the European Parliament. The European Parliament is the representation of the citizens of Europe, namely from the individual member states. They are authorised to elect the lead candidate from among their number.

Paneuropa: If I now apply the Austrian system—where there are regional, state, and federal lists—to the whole of Europe, then something like the federal list does not exist.

PRESERVING CULTURES, TRADITIONS, AND LANGUAGES

Edtstadler: Exactly. Because we do not have a United States of Europe, and we do not want one either. Because we have a Europe that is strong through its member states.

Paneuropa: What is wrong with a United States of Europe?

Edtstadler: I do not want a monotonous uniformity. I simply want the strong member states that define Europe. I want to maintain the cultures, the traditions, and the languages.

Paneuropa: Let us take a very specific example: foreign policy. We spoke earlier about the fact that we need a European foreign policy. Would that mean that member countries give up their foreign ministries and there is one European foreign minister?

ONE POINT OF CONTACT IN FOREIGN POLICY

Edtstadler: No. Every state should also be able to conduct its own foreign policy. But when it comes to a larger whole, when it comes to matters outside of Europe, then there should be one point of contact in Europe; currently, that is the High Representative Mogherini. She simply had few opportunities.

Paneuropa: Because the member states do not give them to her.

Edtstadler: In the future, it should be the case that she can have more impact externally. The individual member states should flourish, but one should not be able to prevent there being a single opinion projected outwards.

Paneuropa: We thank you very much for the interview.

c Photos: Katharina Schiffl, Michael Joannidis

With 115,906 preference votes, Mag Karoline Edtstadler was elected to the European Parliament on the ÖVP list.
