A commentary by <a href=\"http:\/\/www.karlvonhabsburg.at\">Karl von Habsburg<\/a>. <\/p>\n<p><!--more--><\/p>\n<p>It was just a small note in the newspapers. Milorad Dodik, President of Republika Srpska and, since the most recent elections in October, also the Serbian member of the State Presidency in Bosnia and Herzegovina (which consists of one representative each from the Serbs, Croats, and Bosniaks, with the chairmanship rotating), refuses to speak with the Austrian Ambassador to Bosnia and Herzegovina (BiH), Martin Pammer. His justification: the Austrian Ambassador supposedly sides with the High Representative (of the EU) in BiH. This High Representative is also an Austrian diplomat, Valentin Inzko. Upon closer examination of their work, both diplomats must be credited not only with doing their job well, but also with utilising their opportunities to promote the country&#8217;s desired integration into the EU.    <\/p>\n<p>In doing so, the High Representative logically becomes a constant target for attacks by Dodik, who leads a practically dictatorial regime in Republika Srpska and repeatedly threatens the secession of that part of the country from Bosnia and Herzegovina and its annexation to Serbia. This clearly contradicts the provisions of the Dayton Agreement, which serves as a de facto constitution for Bosnia and Herzegovina (a new constitution has not yet been agreed upon). The High Representative was installed by the Dayton Agreement, and monitoring compliance with the agreement is one of his remaining responsibilities. The EU also takes the view that a division of Bosnia and Herzegovina, as demanded by Dodik with his \u2013 Serb power-politically motivated \u2013 advances, must be prevented. It is therefore entirely logical that the ambassador of an EU country not only sides with the High Representative on this issue but also supports him when he comments on political actions in EU countries that serve to support Dodik and his power politics.    <\/p>\n<p>Milorad Dodik continues to pursue a policy aligned with the ethnic cleansing during Slobodan Milo\u0161evi\u0107&#8217;s brutal wars of conquest. Dodik&#8217;s stance is exemplified by the opening of a Radovan Karad\u017ei\u0107 school in Banja Luka.
