We asked both about their motivation and their political goals.

With Stefan Haböck and Dominik Oberhofer, two Paneuropeans (members of the Paneuropa Movement Austria) are running for the National Council. Dominik Oberhofer is the lead candidate on the NEOS state list in Tyrol (and also on the federal list), while Stefan Haböck is running on the Hausruckviertel regional list for the New People’s Party. Oberhofer served as Chairman of Paneuropa Tyrol for several years and was a member of the Presidium; Haböck is a member of the current Presidium. We asked both candidates to answer a few questions.

PÖ: What is your motivation for standing for the Austrian National Council in October?

Stefan Haböck: I have been interested and engaged in politics since my early youth. The opportunity has now arisen for me to run for my home town in my constituency, and I am very happy to take this chance. It is in the cities where developments in all areas are most pronounced. Issues such as security, migration, integration, digitalisation, infrastructure, and education represent a major challenge for cities. Globally, for example in Asia, cities are already their own microcosms within states. At the European level, it is precisely the regions and cities that define diversity. I want to play my part in helping to positively shape these developments through legislation.

Dominik Oberhofer: In my daily life as a citizen of this republic, a father, and an entrepreneur, a great deal annoys me. Starting with the fact that for every 100 euros earned, an average of 46 is snatched away. It continues with compulsory memberships in the Chamber of Commerce with double or triple levies, forced charges like the tourism promotion contribution and the GIS fee, rip-offs like the motorway vignette, and it never really stops. When I consider that a quarter of 15-year-old compulsory school pupils cannot read with comprehension, I have little confidence in our state education system.

We live in a country that fails to recognise and seize opportunities; instead, it has been carved up by the Reds and Blacks over recent decades and is poorly managed. If you want to change something, you have to start somewhere. I want to change something. Now.

PÖ: Why with the NEOS or the ÖVP?

Dominik Oberhofer: Because I am convinced that Austria needs a strong force for economic and social liberalism. NEOS is a citizens’ movement rooted in the heart of society. We are united by the goal of liberating our country from the shackles of the old parties and structures. Courageous, mindful, and determined, we stand against waste and corruption. We, the citizens, are taking our country back.

Dominik Oberhofer, born in 1980, is married, the father of two sons, and a hotelier in the Stubai Valley by profession. Since 2015, he has been the state spokesperson for the NEOS in Tyrol. As a 17-year-old student, he organised an event on the topic of Paneuropa and invited Karl von Habsburg for a discussion. He has been a passionate Paneuropean ever since, and was active in the JES and Paneuropa Youth. From 2001 to 2009, he was the Paneuropa State Chairman in Tyrol.

Stefan Haböck: I joined the ÖVP in 2004, partly because reforms were being tackled at the time and there was a clear vision for a successful Austria in a strong Europe. And even if one never has to agree with every single point in a party—especially not in a large and broadly positioned one like the ÖVP—it is important to me that a party fundamentally commits to the market economy, federalism, free trade, a united Europe, and subsidiarity.

PÖ: Where do you see the greatest commonalities between the party you are running for and Paneuropa?

Stefan Haböck: From a Paneuropean perspective in particular, Foreign Minister Sebastian Kurz’s focus on the Balkan region and Ukraine, and his emphasis on subsidiarity in Europe, is highly encouraging. At the height of the crisis in Europe, Kurz brought the small states of Eastern and South-Eastern Europe to the table and stood behind them. As OSCE Chairman, he has visited Ukraine three times so far. Furthermore, one rarely hears the word ‘subsidiarity’ from Austrian politicians—he emphasises this principle, which is so vital to us, every time he speaks on the reform of Europe. I like that, and I can support it 100 per cent.

Dominik Oberhofer: Like NEOS, Paneuropa is not a party but a political movement. We are united by the rejection of nationalism, a shared vision of Europe, and a love of freedom. As a liberal citizens’ movement, individual freedom in communal, social, and economic life plays a central role for us at NEOS. Freedom and property are closely linked, and we must defend both against an overly intrusive government. Our peace and prosperity depend on a united Europe. The Paneuropa Movement has been fighting for this for over 90 years, and it is also our central concern. We both love Europe, even if it is not always easy. Europe is our spiritual home and our future.

PÖ: Most political observers see the early National Council election as proof that the 72-year reign of the ÖVP and SPÖ (either in direct coalition or via the shadow government of the Social Partnership) is no longer capable of solving Austria’s problems. In your view, what are the most important reform projects for Austria that you particularly want to champion?

Dominik Oberhofer: As a business location, Austria has—to quote someone partly responsible for it—’gone to the dogs’. The tax and levy ratio is disproportionately high by European standards, unnecessary bureaucratic hurdles exist for foreign workers, and our education system is losing quality in international comparisons. The ÖVP has been in government for over 10,000 days, providing the Minister of Economic Affairs throughout that time and the Minister of Finance for more than ten years. Our mountain of debt and the administration just grow and grow and grow. Michael Spindelegger campaigned across the country in the last National Council election with the slogan ‘Unleash the Economy’. Once re-elected, the ÖVP rediscovered the senseless sparkling wine tax and burdened Austrian tourism with a complicated, intransparent tax vehicle via the VAT increase. You could hardly shackle it more! We finally need the courage to tackle urgent problems. The last tax reform was a disaster. There is ‘danger in delay’ regarding pensions and education. Furthermore, the Chambers must be stripped of their power. They sit on billions in assets and use them only to serve their own clientele at the expense of the general public.

Stefan Haböck: A massive reduction in the tax and levy ratio. Other European states with similarly high social and living standards demonstrate that an enormously high state quota is not required to be a prosperous and social country; rather, it requires the efficient use of tax funds. The Czech Republic and Switzerland manage balanced state budgets. Scale back regulations; the state must not treat its citizens as foolish or incapacitated. I also want to advocate for an honest debate on security and defence policy, which is also European and geopolitical. Security is a high priority and a primary task of the state—what can be achieved together in Europe and globally? The issue of defence policy in particular has been massively neglected for years. We must shape the business location so that Austrian entrepreneurs can be successful with their great employees. Anything that prevents jobs from being created and value from being generated leads to unemployment and—as must be clear to everyone—to a smaller budget for the social protection of the most vulnerable in society.

Stefan Haböck, 32, works as an assistant and press spokesperson for MEP Paul Rübig and has been a European local councillor in Wels since 2009. He led the Paneuropa Youth for seven years and has been the International Secretary of the Paneuropa Movement Austria since 2016. An amateur astronomer and fan of California, the development of Eastern and South-Eastern Europe is particularly close to his heart. He is currently learning Russian and Ukrainian and volunteers as a board member of the Ukrainian-Austrian Association.

PÖ: What reform steps do you believe need to be taken at the EU level?

Stefan Haböck: Everything that applies to the EU level also leads back to the national level. Regulation at the EU level is either requested by the states or approved by them. A general rethink in politics is needed here. The principles of the European Union—the four freedoms plus human rights—are successful worldwide, which is why they are constantly attacked by non-European great powers. It would be decisive for Europe to agree on which specific tasks the ‘EU level’ has to fulfil. In my view, these would be: securing the four fundamental freedoms plus protecting civil liberties and rights, as well as foreign, security, and trade policy. Everything else must be regulated where it can best be managed, in the spirit of subsidiarity. We should also mention what Europe does well: preserving the diversity of regions and guaranteeing freedoms for Europeans. We should also discuss whether the current trilogue procedure (Commission legislative initiative – vote by states and Parliament) is sensible in its current form. Whether it is helpful when states co-decide something in the Council in 98 per cent of cases and then rail against these decisions at home is something I will leave open.

Dominik Oberhofer: I find it absolutely necessary for the European Parliament to be further upgraded. The President of the Commission should be directly elected by all EU citizens. We need a lean European government. I would transform the Commission into such a body, whose ministers (no more than 15) are appointed by the Commission President after successfully completing a hearing in the European Parliament. In my opinion, the Council is the great stumbling block in today’s Europe. I would strip it of its power and place it alongside the EU Parliament as a second chamber, similar to the Austrian Federal Council. Europe needs a government capable of action, a strong parliament, and above all, a common foreign and security policy. The principle of subsidiarity must be implemented.

Two Paneuropeans, Dominik Oberhofer and Stefan Haböck, are standing for election to the National Council.
